Well there is also proximity explosives... but my main guess is because of how weak they are. In many cases you get less explosives than you can even put on the field. Some where along the line RE's got nerfed so bad their only good against infantry. It would take something like 10 RE's to take down a Large turret installation at the basic level. It's a little better if you use packed RE's but not by much.
It takes a field of proximity mines to have any chance of blowing up a tank, their useless against drop ships for the most part due to poor hit detection. (some times they work other times a drop ship can do that roof top crush thing right on prox's and not blow up). Heck some times tanks and LAV's can drive straight threw them, even STOP on top of proximity mines without them exploding.
I'm all for equipment not being able to restock via nano hives and such but if so then CCP needs to drastically increase the amount of supply depots on some maps. Some of them all you get is one depot 100m behind your red line in the farthest base back, if some one else didn't blow it up.
But the main problem with remotes isn't restocking, it's free suit spam with remotes on them. After all most suicide rushes with remotes won't live long. They can however run threw an objective dropping RE's, die and respawn to blow them up. I think there needs to be a blast radius reduction to the standard RE's while at the same time introducing the anti infantry model. Packed are supposed to be for vehicles and installations though even 1900-2000 dmg isn't going to hurt most vehicles to badly for such a close ranged suicidal weapon.
Regular RE"s should be more general use, point defense explosives. Not enough to one shot a heavy, so perhaps 800-900 dmg but enough to make any one think twice about hacking an objective.
Anti personal remotes should have a large blast radius but do maybe 300-500 dmg. Something like a core grenade w/o the head shot bonus. Or they could even do less dmg, perhaps 200-300 dmg but trigger automatically just like the anti vehicle explosives do when an enemy gets too close.

That wouldn't do any good. The biggest remote spam that most people worry about is like I said, suicide bombers using free apex suits that come with remotes. They get a free stock of equipment on every respawn and can expect to take out 2-3 people on every run of a heavily defended area.
Plus I'm not sure if you've used remotes any time recently but they chew threw hives and even the supply depot pretty fast. I would say it's about the same as grenades but I'm not sure. Most hives blow up almost instantly if your empty on remotes and even a supply depot will run out and stop restocking for EVERYONE for something like 30 seconds or so. So remote spam via hive resupply isn't really a feasible play style except in a few situations. Like being on a ring over looking the objective where you can drop them from a position of safety.

Eh I mostly use them to lay down proxy's and it blows up hives almost instantly for me. Then again proximity mines tend to allow you to carry 9 of them at once. I do agree the standard hive could use a bit of a nerf but I hope it doesn't make it as useless as the militia nano hive. Frankly though as a logi I wish the solution to other game problems wouldn't always be to increase their cost to restock.
I hate what they did with grenades and I would hate it more if remotes started to cost more to resupply. It's the main reason why no one can ever find ammo when they need it. Any nano hive put down blows up almost instantly once some one missing a few grenades walks threw it. If they extended that to remotes as well, with all the apex scout fits that come with remotes we will truly never see an active nano hive again.
